CALL FOR PAPERS: The Inaugural PKUSG-HKUPPA Joint Conference on Development and Governance

The School of Government at Peking University and the Department of Politics and Public Administration at the University of Hong Kong are proud to announce the launch of a new annual joint conference series. This inaugural event will convene at Peking University in May 24, 2026, bringing together leading scholars to discuss the critical intersection of political institutions and economic progress.

In an era marked by volatile geopolitical shifts, rapid technological disruption, and complex social transitions, the relationship between state capacity and development outcomes has never been more pivotal. For China, the quest for high-quality development and modernization requires continuous innovation in governance structures and public service delivery. Simultaneously, the wider world faces urgent questions regarding how political institutions can best address challenges such as inequality, climate change, and sustainable growth.

We seek to explore how different governance models facilitate or hinder development, moving beyond traditional dichotomies to examine the practical mechanisms of state-building, policy-making, and institutional reforms in the 21st century.

Topics of Interest
We welcome unpublished papers from scholars in political science, public administration, public policy, and related fields. While we are open to broad interpretations of the theme, we are particularly interested in papers addressing the following topics:

  1. State Capacity and Institutional Modernization
  2. Digital Governance and Technology Policy
  3. Social Policy and Common Prosperity
  4. Urban Governance and Regional Development
  5. Global Governance and Comparative Development Models

Publication and Logistics

  • Publication: All submissions must be in English and unpublished. Selected papers presented at the conference will be considered for inclusion in an edited volume to be published by Hong Kong University Press (HKU Press).
  • Accommodation: The School of Government at Peking University (PKUSG) will provide accommodation for the duration of the conference (May 23rd and 24th) for authors whose papers are selected.

Submission Guidelines
Please submit an abstract (approx. 300-500 words) and a brief author biography by April 15 2026. The results of selection will be announced by early May. Participants are expected to submit their full papers one week before the conference.
